Ms. Cecilia Albert is a Senior Member of the Technical Staff in the SEI's Intelligence Sector, Client Technical Solutions Directorate, where she supports and accelerates the delivery of software to the intelligence community and DoD by accessing, leveraging, and integrating leading-edge software capabilities to increase mission assurance and value to the end user, increase agility and affordability, and reduce risk and acquisition time of major programs. Previously, Ceci coordinated the delivery of Software Engineering Institute (SEI) technologies to help the Army improve the state of their practice in acquiring high quality software intensive systems and served in the SEI Commercial-off-the-shelf (COTS)-Based Systems (CBS) Initiative where she addressed programmatic issues related to CBS development and co-developed a process for developing CBS.

Before joining the SEI, Ceci served in the Air Force in a variety of information systems related fields.  She managed major software programs for simulation, command and control, and mission processing of national satellite systems. She taught acquisition and led the Telecommunications and Information Systems Industry Study at the Industrial College of the Armed Forces.  Her final active duty assignment was developing and managing the archive and dissemination programs of the National Imagery and Mapping Agency (NIMA).

Ms Albert holds a master’s degree in computer science from Stanford University and a bachelor’s degree from Sweet Briar College.  She is a graduate of the Defense Systems Management College, the Defense Acquisition University’s Senior Acquisition Course, and the Industrial College of the Armed Forces.
